For ages the windows in Amsterdam were cleaned with ladders until around 1990 the inspection for healthy work conditions forbade this method because it gave to much accidents and a so called high worker was mandatory. That gave a lot of commotion because ladders are simple, cheap and don't take to much place in the narrow amsterdam streets. Today you see them nearly not anymore so this is a real exception.
